There were three offers made for the Tallinn public transport firm Tallinna Linnatranspordi AS (TLT) tender to procure 23 new trams. The city hopes to enter into a contract no later than in the beginning of 2022.

TLT board chairman Deniss Boroditš said there were three offers made for the tender - tram manufacturers CAF, PESA and Škoda.

"The winner of the tram procurement must be prepared to deliver 23 new trams to Tallinn. The best offer will be clear in the near future, after all tender conditions have been looked at thoroughly and the offers are listed on the basis of conditions and criteria," Boroditš said.

"TLT hopes to sign a successful procurement contract in the first half of 2022 after negotiations," the city transport official added.

The capital city's fleet of trams currently consists of 64 trams. The goal of the procurement is to increase the service quality of Tallinn's public transportation service through increasing the fleet and also extending the service itself.

"Although new tramlines could technically be opened with the existing fleet, new trams will ensure sustainability and will improve the light rail capacity of the capital city. In previous years, Tallinn has acquired 20 new trams and renovated or reconstructed KT4 and KT6 trams, meaning power systems have been modernized to ensure optimal maintenance of tram transport," Boroditš said.

The tender conditions state that the trams must be 27-34 m in length and 2.4 m wide at the most. The height from the rails must be less than 3.85 m. Each tram must have a seating capacity of at least 50 and a total capacity of at least 160 passengers.

Vești bune de la Tallinn - autoritățile s-au răzgândit în privința troleibuzelor. În urma mai multor studii și proiecte pilot, acum susțin ca, în primă fază, să modernizeze flota cu noi troleibuze cu autonomie, iar în a doua fază să extindă rețeaua și să creeze noi rute. De asemenea este luată în calcul demontarea rețelei din centrul orașului, unde există multe încrucișări, pentru a ridica restricțiile de viteză. O abordare interesantă; posibil să fie primii care vor să încerce asta.

Buses to temporarily take over Tallinn's trolley network in fall

As Tallinn's trolleybuses' life span is running out, from November 1, buses will take their place in the capital. Tallinn City Transport will buy over 40 new vehicles, but it will take several years for them to reach the transport network. Taking into account major street reconstruction projects, aging infrastructure, and the current trolley fleet, Tallinn City Transport (TLT) and Tallinn Transport Department agreed to cease all trolley transport next year. They will return to the capital in the future.

In the coming weeks, a national procurement will be launched for 40 new modern trolleybuses. The new trolleys will receive modern-style technology and a better battery life. In addition, it should line fault problems which bring trolley traffic to a standstill. Additionally, the new maintenance costs should be slightly cheaper than they currently are.

TLT Chairman Kaido Padar, said that switching out the old trolleys with new battery-operated vehicles is an inevitable step as the current trolley's lifespan is running out.

„Before the new trolley's arrival, we must modernize the whole infrastructure, including the trolley substations. Mustamäe tee and Sõpruse puiestee need complete updating, which is why it will soon be technically impossible for the trolleys to continue driving in these directions. The cityscape's development will allow taking on all these works at the same time."

Currently, TLT has a fleet of 32 trolleys. Even though, for quite some time, they have been changed with buses to improve the service quality. Most trolley drivers will get approval to continue as bus drivers or take on other free posts. If necessary, retraining will be provided.

Buses to temporarily replace trolleybus lines starting Friday

Starting Friday, November 1, buses will temporarily replace Tallinn's trolleybus lines due to the outdated condition of the trolleys and supporting infrastructure, which require modernization. The new trolleybuses are expected to start serving the city in the first half of 2026.

Deputy Mayor Kristjan Järvan explained that temporarily replacing the trolleybuses with buses is necessary as the current fleet and infrastructure, including the overhead network and substations, are too worn to be repaired. “Maintaining trolleys over 15 years old has become increasingly difficult, as spare parts for vehicles of this age are no longer available. Therefore, we’ll temporarily replace them with buses until new units arrive. This spring, the city allocated 30 million euros for updating the trolleybus fleet. In summer, AS Tallinna Linnatransport launched a procurement for new trolleybuses, with results to be announced soon,” Järvan added.

Until the new trolleybuses arrive, all lines will be served by replacement buses. Routes will remain the same, but timetables will be adjusted to keep the replacement buses on schedule considering traffic conditions. The numbering system for the replacement buses follows a logical approach, with an “8” added to each trolleybus line number. For instance, trolleybus line No. 1 will operate as bus line No. 81, and so forth.

From November 1, the following buses will temporarily serve the trolleybus lines:
- Trolleybus line No. 1 replaced by bus line No. 81;
- Trolleybus line No. 3 replaced by bus line No. 83;
- Trolleybus line No. 4 replaced by bus line No. 84;
- Trolleybus line No. 5 replaced by bus line No. 85.

The introduction of new battery-operated trolleys is part of Tallinn’s broader public transportation upgrade program, focusing on reducing environmental impact and adopting innovative solutions. The battery trolleys set to enter service in 2026 will have the capability to operate on both overhead and battery power, reducing the need for additional infrastructure. Plans include removing the overhead network in the city center, while suitable charging infrastructure will be installed along Mustamäe tee and Sõpruse puiestee.

Tallinn's old trolleybuses to be sold to Moldova

The auction of old trolleybuses organized by TLT was won by Moldovan company, Chișinău's Municipal Enterprise, „Regia Transport Electric”.

A total of eight bids were received, which shows great interest in the old trolleybuses. Moldovan company „Regia Transport Electric” plans to use the received trolleybuses in its country's public transport system. This is an environmentally friendly solution, where old vehicles are reused and help extend the life of existing trolleybuses.

„We are pleased that our trolleybuses will have a new purpose. This is an excellent example of the principles of the circular economy, where vehicles that are no longer in use find application elsewhere. We thank all those interested and wish the Moldovan company success in providing public transport services in their country”, said TLT board member Andrei Novikov.

Škoda Electric to supply Tallinn with battery-powered trolleybuses

A total of 40 battery-powered Škoda trolleybuses will replace Tallinn’s recently discontinued Solaris Trollino fleet in 2026, as Škoda Electric has won the TLT transport company’s trolley tender. As expected, the Estonian capital’s call for tenders attracted two major players in the European trolleybus market, Solaris and Škoda Electric, but this time not as consortium partners but as competitors.

Although Solaris has had close ties with Tallinn for many years – as it delivered 350 CNG-powered and 15 electric Urbino buses to the Estonian capital in addition to the previous trolleybus fleet – Škoda Electric’s offer proved to be more favourable during the evaluation. The evaluation included a 50% bid price, 30% maintenance costs beyond the warranty period and 10% each for the energy consumption of the single and articulated vehicles.

Škoda, as in Vilnius, České Budějovice and first-round Budapest tenders, has now entered into a joint bid with the Czech SOR. As part of this, it will deliver 18 SOR TNS body 32Tr and 22 33Tr battery trolleybuses to TLT, for a total value of EUR 30.14 million. The purchase agreement signed on December 30 also includes an option for 30 vehicles, which the transport company can call up until 2030. The delivery of the fleet is expected to begin in spring 2026.
